The HP 8702A performs calibration measurements on lasers, photodiodes, optical fibers and electrical components operating in high bandwidth. The scan modulation frequency measurement shows exactly how the component works on the "information-bearing" signal. Understanding how individual components respond independently of the rest of the transmission system provides insight into how the system operates and how to improve it.
